REDEFINING LEGISLATIVE POWER IN EU

Introduction
Old and new forms of centralism are endangering the hard core of our values: personal,
social and territorial autonomies. From an “emergency” to another, peoples are reduced to
silence, and are threatened by continuous erosion of democracy in Europe. We, EFA, as the
European political family of those who believe in self-government for everyone and
everywhere, and in subsidiarity as a founding principle of the European institutions, must
mobilize for what we believe in. Unlike other European political families, we have a strong
message, a serious alternative narrative to both declining technocracies and rising
extremisms: a case for Europe as a family of strong local democracies. Since 1981, as EFA,
we have preserved our spiritual, historical, cultural, political heritage, as the most credible
opponent of any concentration of power and wealth. Since ever, we put in discussion
contemporary centralized states of “Jacobin imprint”. We are rooted in 1943 anti-Fascist
and anti-centralist Chivasso Charter. We are inspired by the long-standing experience of
Swiss confederalism. Our founders, Maurits Coppieters and many others, dedicated their
entire life to preserve and deliver to future generations ancient instances of self-
government, protection of minorities and diversities, international solidarity and anti-
colonialism.

EFA’s vision about European Union legislative power
Having left for decades legislative initiative and power in the hands of a narrow and
technocratic executive power (the Commission) has produced a legislative metastasis that
citizens are suffering with increasing discomfort. This must change, to bring Europe back
on the path of our vision: a Europe of peoples, regions, territories, where laws are proposed
by peoples’ representatives if and when believed necessary for all peoples. In the medium-
long term – gradatim - we must find courage, competence, and alliances, to support radical
reforms of the European institutions, inspired by subsidiarity, solidarity, democracy,
starting with increasing the legislative power of the Parliament and the Committee of
the Regions, while reducing the role of the Commission and the Council of Heads of State
and Government.
